In the past few transfer windows, Newcastle has been working hard to abide by the Premier League PSR rules. It is understood that Jaf's arrival is a signal that the PSR issue no longer hinders Newcastle from showing competitiveness in the transfer market. The arrival of AC Milan stars will not affect the team's plan to sign several forwards, especially if they sell Isaac, the club will also get a "sweep".
